Newport City Council action
Members of the Newport City Council decided Tuesday to move ahead on a plan to build the planned Riverwalk along the Pigeon River downtown. The body approved a contract with Barge, Waggoner, Sumner and Cannon Engineering, which provides for fees up to $37,500 to monitor the bid process and construction phase of the project. Under the agreement, the city may be liable for up to an additional $23,200 in fees for field services, lab testing, and professional and support services in accordance with state transportation department requirements. Council members spent some time talking about the step-raise program put in place several years ago. It is a plan the Alderman Kenny Morgan said he and the other council members "do not understand." So Morgan proposed a plan to pay out $13,182 to finish out the fiscal year and then re-evaluate the pay scale in the new fiscal year. But Alderman Dennis Thornton pointed out that approving the salary increases for the last quarter of the year will translate into an additional $50,000 in salary costs next year. "We've been fragmented in the past and we need to consider these raises in a more constructive way," argued Thornton. And Vice-Mayor Freddie Gregg suggested that the current pay scale is unfair because some people have received raises while other employees have not. Still Morgan made his motion to pay-out the plan and then disband the program "because if not we'll be paying for it from now on." The motion was approved by the council. In other action, the council gave the green light to; a new citation format for parking violations, a contract to oversee the Neighborhood Stabilization Program by the East Tennessee Development District, an ETHRA program to hire unemployed senior citizens by local governments and non-profits, allowing the sale of value-added products such as breads and jams at the Newport Farmers Market, a May 15 Armed Forces Day celebration organized by Unity in the City, and the transfer of former City Recorder Amanda White to a position at the police department.
